Mission Statement:
The Petoskey Youth Advisory Council (PYAC) seeks to actively involve youth on policy issues affecting them and to broaden the scope of youth voices and participation in City matters. Further, the opportunity is designed to promote experiential learning on the functions of government and the development of meaningful citizenship skills and practices. The PYAC also aims to promote public awareness of youth perspectives, strengths and abilities.

Project Description:
Each year in the spring, the Michigan Municipal League (MML) presents a two day “Capital Conference” in Lansing that brings together elected representatives from more than 500 full-service cities, villages and urban townships throughout Michigan for relationship-building, educational opportunities and interaction with state senators and representatives. As a culminating experience after a year of service to the City and their community, I plan to take PYAC members to “CAP CON” 2026 for full-immersion in good governance practices to further expand their leadership toolbox. PYAC participants will be able to interact one on one with elected officials from throughout Michigan and choose from a wide variety of instructional offerings from lobbying to health equity to building community wealth to growing housing to expanding internet and beyond – a unique opportunity not typically available to students. If your program serves both males and females, how will Hestia funds specifically target women and girls?
My funding request to Hestia is solely for the participation of the female participants; 100% of Hestia-awarded grant funds will be allocated for that purpose. As such, please note that funding to support eight PYAC male members' attendance at CAP CON, which is estimated at $2500, will be accessed via other grant funding sources and/or a City of Petoskey budget line item. The costs and funding sources to support participation of the PYAC male members in CAP CON are not included in/are additional to the budget form submitted here.
How are recipients identified or selected to receive services? Is financial need considered?
Service on the PYAC is by application and open to students in grades 10-12 who reside in or attend school in Petoskey. Application requirements are available for review at the following link: https://www.petoskey.us/government/city_council/youthadvisorycouncil.php Please note that the 2024-2025 academic year marked the first of the current iteration of the PYAC and application and re-application for 2025-2026 PYAC membership is now underway. Therefore, the number of female participants included in this application is, at this juncture, a projection, anticipating at least 50% female membership on the PYAC. Financial need is not a consideration for PYAC membership nor will it impact attendance at CAP CON; to insure access, all PYAC members will be funded for this opportunity without regard to need.
What do you hope to achieve? What difference will this make in the lives of women and girls?
How will this project meet Hestia's mission statement?
Facilitating real world, experiential leadership opportunities for young women grows potential for future professional fulfillment, well-being and economic self-sufficiency. The impact of the CAP CON experience is best understood in the words of this year’s participants; examples are excerpted here:

How will you evaluate or measure your success:
(1) A real-time discussion regarding Petoskey YAC participant views of the CAP CON opportunity – this year, this produced an all-participant “thumbs-up” for continued participation next year;
(2) Seek individual feedback from Petoskey YAC participants on the value of the CAP CON experience to their leadership growth and associated skill sets via an open-ended request for input - this year's feedback, additional to that provided above, is available for your review.
(3) Outreach to the MML to access CAP CON adult participant feedback as to the value of student participation, which was off the charts this year.
