Project Description:
Michigan’s “Read by Grade Three” law mandates that third graders not reading at grade level will be held back a year. As of Winter 2020, in Petoskey, 24% of the K-3 graders are not proficient or partially proficient in reading and have an Individual Reading Improvement Plan (IRIP). This is 171 out of the 716 students. It is imperative that our youngest students receive increased and enhanced reading assistance now – before they enter 4th grade.
In partnership with Public Schools of Petoskey, Growing Readers Together will take a three-pronged approach to tackling this issue: one-on-one student tutoring, family support programs, and materials to take home. Hestia funds will be used for the tutoring portion. The Library will provide, at no cost to the family, one-on-one reading tutoring for students in need. Tutors are matched with students in K - 3rd grade who have an IRIP and are teacher recommended. Each student is tutored once per week for 45 minutes.

If your program serves both males and females, how will Hestia funds specifically target women and girls?
We will use the Hestia funds to pay for tutoring of the girls and use money from other sources to pay for the boys. Our tutoring program utilizes many Title I workers from the school. So the funds help women two fold – the tutors and the tutees! 100% of our tutors are women. We also work with the moms of our students by showing them how to best use the library and support their children at home.
How are recipients identified or selected to receive services? Is financial need considered?
Students are referred to the program through their teacher. These students have an Individual Reading Improvement Plan (mandated by the state). While we do not turn anyone away, we do all our marketing through the schools. Financial need is not a consideration, it is soley based on student's reading ability.
What do you hope to achieve? What difference will this make in the lives of women and girls?
How will this project meet Hestia's mission statement?
GRT has two main goals: 1. strengthen the confidence of our K-3rd graders so they will be eligible to graduate to fourth grade, and 2. Increase the usage of the public library by local families who are not regular library users.
1. 80% of grade 3 participants are reading at grade level by end of June and eligible for promotion to grade 4 by 2022.
a. Provide one on one Tutoring for 52 K-3rd graders during the 2021-22 school year.
b. Support family and at-home learning with monthly Family Literacy Nights and Brain Boxes to take home.
2. 80% of parents are more comfortable with the public library and have increased their usage of public library materials
a. Provide clean slate, fine free library cards for all GRT families.
b. Provide three parent tours of the children’s and circulation areas
c. Send monthly reminders to parents of the benefits of having books at home and how the borrowing process works.
How will you evaluate or measure your success:
1. Garfield Attitude Survey - to show if the student is more confident at the end of our program.
2. School Test Scores - to show actual reading improvement
3. Parent Surveys - we send a parent survey before and after the program, to see if parent sees more confidence and if the family uses the library resources more.
4. Graduation Rates - we use "graduation" (no longer on a state mandated Reading Improvement Plan) rates compared to other students graduation rate to see if our program is having a positive impact.
5. Tutor Surveys - we survey all tutors at the end of the program to gain insight into the overall effectiveness and efficiency of the program.
6. Circulation of children's materials - compare annual circulation to check for usage growth.
