Mission Statement:

The Petoskey Youth Advisory Council (YAC) seeks to actively involve youth on policy issues affecting them and to broaden the scope of youth voices and participation in City matters. Further, the opportunity is designed to promote experiential learning on the functions of government and the development of meaningful citizenship skills and practices. The Petoskey YAC also aims to promote public awareness of youth perspectives, strengths and abilities.

Project Description:

Each year in the spring, the Michigan Municipal League presents a two day “Capital Conference” in Lansing that brings together elected representatives from more than 500 full-service cities, villages and urban townships throughout Michigan for relationship-building, educational opportunities and interaction with state senators and representatives. As a culminating experience after one year of service to the City and their community, I plan to take YAC members to “CAP CON” 2025 for full-immersion in good governance practices to further expand their leadership toolbox. YAC participants will be able to interact one on one with elected officials from throughout Michigan and choose from a wide variety of instructional offerings from lobbying to health equity to building community wealth to growing housing to expanding internet and beyond – a unique opportunity not typically available to students. If your program serves both males and females, how will Hestia funds specifically target women and girls?

While there will be male YAC members, I will separately seek funding for their participation in CAP CON. My funding request to Hestia is solely for the participation of the female participants; 100% of Hestia-awarded grant funds will be allocated for that purpose.

How are recipients identified or selected to receive services?  Is financial need considered?

Service on the City of Petoskey YAC is by application and open to students in grades 10-12 who reside in or attending school in Petoskey. Please note that the Petoskey YAC was approved by the Petoskey City Council on March 18, 2024 and the application/selection process for up to 15 members is currently underway. Therefore, the number of female participants included in this application is, at this juncture, a projection, anticipating at least 50% female membership on the Petoskey YAC. Financial need is not a consideration for YAC membership nor will it impact attendance at CAP CON; to insure access, all YAC members will be funded for this opportunity without regard to need.

How will this project meet Hestia's mission statement?

Facilitating real world, experiential leadership opportunities for young women grows their potential for professional fulfillment, well-being and economic self-sufficiency on their real world journey. The CAP CON experience will allow YAC participants to directly interact with women (and men) leaders from throughout Michigan who will model possibility. Being in the “room where it happens” is confidence-building and reinforces that YAC participants have a place in that room moving forward. CAP CON provides an opportunity to both enhance participants’ worldview and skill sets, which, in turn, ultimately enhance economic opportunity. The goal in attending CAP CON is to provide full immersion in meaningful experiences that stretch young participants’ existing personal strengths while challenging learning in new subjects and settings and concurrently promoting overall well-being. CAP CON is a wide-ranging opportunity for statewide networking and a compact, accessible, supportive venue within which to undertake a powerful youth/student growth adventure.

How will you evaluate or measure your success:

(1) Seek feedback from Petoskey YAC participants on the value of the CAP CON experience to their leadership growth and associated skill sets via a name-optional written survey;
(2) A real-time discussion regarding Petoskey YAC participants’ views of the CAP CON opportunity;
(3) The degree of interest expressed by Petoskey YAC participants in returning to CAP CON next year;
(4) Outreach to the MML to access CAP CON adult participant feedback as to the value of student participation;
(5) The number of Petoskey YAC participants who elect to re-apply for year two Petoskey YAC membership and/or who recommend other youth to Petoskey YAC membership (acknowledging other factors will impact these decisions but considering the CAP CON culminating experience as a factor).
