Project Description:
The Child Care Initiative (CCI) at North Central Michigan College is leading the development of a community-centered plan for a sustainable, viable local child care system in Emmet County. The undersupply of child care in rural Northern Michigan is a systemic issue that impacts parents, prospective parents, local employers, and child care providers alike. This program will stabilize the workforce by creating a living wage salary scale and defined career pathway to encourage recruitment and retention in the ECE field. CCI will help make child care affordable by engaging employers to help employees afford the true cost of care. We will test the innovations we've put into place and the building capacity by developing a campus child care program to pilot the True Cost Fiscal Model. CCI will also connect parents, employers, and providers helping to enhance parent and employer education. The child care center itself will open in Fall 2024 with 40 available slots.

Although this program is not written to only serve women and girls within our community, the nature of the early childhood education program and child care in general tends to lean predominantly female. 92% of all child care providers in the United States are female. These numbers are reflected in our programs here in Northern Michigan to an even stronger degree. The 40 child care slots that will be available this summer will exponentially support females who want to be a part of the workforce in Northern Michigan.
The CCI program has also allowed NCMC to offer several programs for area caregivers (primarily female). See outlines of the program below:
NCMC Playgroup
NCMC Playgroup meets in the ECE Building on Tuesdays and Thursdays from 10—11:30 a.m. through May 2, with the exception of Spring Break (March 25—29). Children ages 0–5 and their caregivers are invited to attend.
NCMC Song & Story Hour
Children of all ages and their caregivers are invited to experience Friday mornings full of songs, stories, and a themed activity! Join us on Fridays from 10—11 a.m. in the NCMC Library for:

How are recipients identified or selected to receive services? Is financial need considered?
The first round of applicants to the child care slots will be made up of NCMC students who have demonstrated financial need. These students will have received Pell Grants. Generally a Pell Grant is offered to a student with family incomes between $20K and $45K per year. Financial need is most definitely considered and this Hestia grant opportunity would help allow us to reach even more struggling parents. The main areas we're focusing on through the Child Care Initiative are: Affordability, Workforce, Quality, Capacity, and Accessibility. These 5 areas of concern inform all of our planning surrounding CCI.
What do you hope to achieve? What difference will this make in the lives of women and girls?
How will this project meet Hestia's mission statement?
We are currently in Phase II of the Child Care Initiative, where we are implementing and evaluating the innovations that have been identified as most viable through our Phase I research. Examples of innovations include: employer owned child care co-ops, a network of community-funded infant-toddler programs, information campaigns about planning for child care (and how to pay for child care), local wage scales for child care professionals, and registered apprenticeships. We are boldly responding to the child care crisis in Northern Michigan and fighting the "child care desert." Currently there is only 1 slot available for every 3 children under 3 requiring care.
Our vision: A high quality, accessible early care and education system that is sustained and supported through community connections.
This project will have an impact on women within our community. Women who have made the decision to have children will feel more confident knowing that quality care is available within their community. Women who choose to go into the field of early childhood education will feel confident that their career move will be financially sustainable. These outcomes directly support the mission of economic self sufficiency and well-being for women.
How will you evaluate or measure your success:
In September when the child care slots are available, filling those first 40 slots will be our first measure of success. As we see higher graduation/completion rates at NCMC thanks to solid child care, and as more employers are seeing less changes to schedules or folks leaving the workforce because of lack of child care, we will see that as a success. Success will be measured both directly and indirectly. Currently, our Foundation and College Staff will oversee evaluation through surveys and focus groups. These evaluations will then be passed on to community stakeholders, the community, participants in the programs, local businesses etc. These results will be included within strategic plans and marketed to our community through our www.ncmich.edu website and updated press releases.
