Project Description:

In 2022, Child & Family Services (CFS) completed a Feasibility Study for expansion of its Safe Haven supervised visit and safe child exchange program. (Safe Haven Traverse City has been in operation for 20 years.) Through the Feasibility Study, we learned of significant levels of domestic violence in Charlevoix and Emmet Counties. Court personnel, the Women’s Resource Center of Northern Michigan, law enforcement, and other community members all emphasized the need for the program. In 2023, we received a grant to launch Safe Haven North (SHN) in Harbor Springs. We have hired and trained a Coordinator and 1 Monitor. We are seeking 2-6 additional Monitors, but having difficulty attracting quality candidates due to the lower wage levels in our grant budget. We also need to retain the employees we do hire (currently all female). This request is to implement a 3-tiered timed retention bonus program for SHN staff, who are hard to find, extensively trained by CFS, and thus hard to replace.

If your program serves both males and females, how will Hestia funds specifically target women and girls?

While domestic violence is not perpetrated only on women and girls, the vast majority of those who suffer abuse are women and children. Typically, though not always, Safe Haven visitations follow court orders where the father must have only supervised visitation with his children, while the mother is the custodial parent. Safe Haven serves a woman in this situation by ensuring that her children need no longer fear abuse when with their father, due to Safe Haven supervision. SHN also handles scheduling of visits and ensures parents never see or hear each other, enforcing staggered arrival times and separate entrances. This also provides great relief to female clients. And, since child exchanges are prime times for domestic violence to occur, eliminating unsupervised exchanges reduces domestic violence and trauma for women and children. SHN also provides educational resources and connects clients with services from which they may benefit economically and otherwise.
This grant request seeks funds to hire and retain our specifically, highly trained, currently all-female employees with tiered bonuses (a need not met in our current budget). Staff retention is absolutely critical to serving SHN families with highest-quality services.

How are recipients identified or selected to receive services?  Is financial need considered?

Typically, Safe Haven clients are referred from the courts, though they can also self-refer. They are families that have experienced domestic violence and include children. We are working closely with the Women’s Resource Center of Northern Michigan, Legal Services of Northern Michigan, and Friend of the Court offices in Charlevoix, Emmet, and Cheboygan Counties to identify and serve appropriate families.

Financial need is not considered. The majority of Safe Haven clients are low-income, as identified by Medicaid eligibility.

Safe Haven North will achieve a reduction in domestic violence in Charlevoix, Emmet, and Cheboygan Counties, and improve the mental health of women and children using its services. Women may gain enhanced economic well-being through provided aid and referrals, and by improving work performance due to decreased stress.

When children witness domestic violence it can cause anxiety, depression, and low self-esteem; difficulty sleeping, making friends, and concentrating in school; and higher rates of juvenile school drop-out, substance abuse, pregnancy, and crime. Safe Haven prevents children from witnessing or being a part of domestic violence. Children often do better in school, improving their long-term economic outlook.
A recent client was a scared, young, single mom, handing staff her baby, trusting Safe Haven to keep her precious child safe as she follows the court order. She was supported throughout the process, told how the court and Safe Haven operate, but it’s still hard. She hasn’t had to see the dad, which has brought a tremendous amount of peace. All family members made it through their first visit with the compassionate support of Safe Haven. As one client said, “You guys are one of the few things right in this world.”

How will you evaluate or measure your success:

Safe Haven collects client surveys continually. Some recent comments:
“Honestly, you guys are a godsend. Not sure where I’d be without you guys.”
“You guys are one of the few things right in this world.”

Bi-annual evaluation of the program includes comprehensive written data on services delivered, staffing, staff training, program activities, policies/planning, number served, demographics, and more. Case documentation is reviewed and results are compiled, documenting the number of adults with increased parenting and communications knowledge and skills, and the number of children with decreased stress and healthy interactions with both parents.

Success of the tiered incentive system will be measured by whether needed staffing levels are met, and by staff longevity over the grant year.
