Mission Statement:

The Petoskey Youth Advisory Council (PYAC) seeks to actively involve youth on policy issues affecting them and to broaden the scope of youth voices and participation in City matters. Further, the opportunity is designed to promote experiential learning on the functions of government and the development of meaningful citizenship skills and practices. The PYAC also aims to promote public awareness of youth perspectives, strengths and abilities.

Project Description:

Annually, the Michigan Municipal League (MML) presents a two-day Lansing “Capital Conference” that brings together elected representatives from 500+ full-service Michigan cities, villages and townships for relationship-building, educational opportunities and interaction with state senators and representatives. As a culminating experience after a year of service to the City and their community, I plan to take PYAC members to “CAP CON” 2027 for immersion in good governance practices to further expand their leadership toolbox. PYAC participants will be able to interact one on one with elected officials and choose from a wide variety of instructional offerings from lobbying to health equity to sustainability to growing housing to expanding Internet and beyond – a unique opportunity not typically available to students. The 2026 CAP CON offerings can be found at https://mml.org/capcon/ including a presentation by PYAC members to +100 elected officials on youth council initiatives.

If your program serves both males and females, how will Hestia funds specifically target women and girls?

My funding request to Hestia is solely for the participation of PYAC female participants; 100% of Hestia-awarded grant funds will be allocated for that purpose. Per the budget below, the cost of student CAP CON attendance increased in 2026 from $125 to $150 along with an added (reduced) student fee of $40.00 to attend the Michigan Women in Municipal Government annual CAP CON luncheon for a total per female PYAC member 2026 registration fee of $190 per person. Hence, my increased grant “ask” this year. Associated adult CAP CON registration fees increased, as well, as indicated in both in kind and City of Petoskey funded chaperone expenses.

Please also note that funding to support eight male PYAC members' attendance at CAP CON, which is estimated at $2000, will be accessed via a City of Petoskey budget line item. The costs and funding sources to support participation of the male PYAC members in CAP CON are not included in/are additional to the budget form submitted here.

How are recipients identified or selected to receive services?  Is financial need considered?

Service on the PYAC is by application and open to students in grades 10-12 who reside in or attend school in the City of Petoskey. Application requirements are available for review at the following link: https://www.petoskey.us/government/pyac/applications___policies.php

Please note that application and re-application for 2026-2027 PYAC membership is now underway. Therefore, the number of female participants included in this application is, at this juncture, a projection, anticipating at least 50% female membership on the PYAC. As an important aside, CAP CON attendance is necessarily voluntary since the conference occurs during school days and therefore, potential academic/extracurricular conflicts can impact PYAC member availability to participate. Financial need is not a consideration for PYAC membership nor will it impact attendance at CAP CON; to insure access, all PYAC members will be funded for this opportunity without regard to need.

Facilitating real world, experiential leadership opportunities for young women grows potential for future professional fulfillment, well-being and economic self-sufficiency. The impact of the CAP CON experience is best understood via the words of this year’s participants:

“Attending CAP CON positively impacted my knowledge of the importance of local government. At first, being in a room full of elected officials was intimidating, and I felt small in comparison. Then, after listening to what many of them had to say, I realized we all have the same goal of bettering our local communities. I learned that the foundation of our national and state governments is built on the strength of our local governments, because the small steps we take to improve our communities are what hold the state together. At the end of my experience, I no longer felt small compared to these officials but empowered, because I can see in my council and in my community how democracy becomes tangible."

“CAP CON is an amazing opportunity to connect with and learn from elected officials. It was also so interesting to see how many officials were interested in creating a youth council, which puts into perspective how much our voice matters to them..."

How will you evaluate or measure your success:

(1) A real-time discussion regarding Petoskey YAC participant views of the CAP CON opportunity – both 2025 and 2026 participants support continued attendance;
(2) Seek individual feedback from Petoskey YAC participants on the value of the CAP CON experience to their leadership growth and associated skill sets via an open-ended request for input - this year's feedback, additional to that provided above, is available for your review.
(3) Direct CAP CON adult participant positive feedback was accessed this year in real time as to the value of student participation following the PYAC member CAP CON presentation.
