Project Description:
The Health Department of Northwest Michigan will expand access to comprehensive reproductive health services, including Title X family planning, in Emmet and Charlevoix Counties. Following the closure of Planned Parenthood in Emmet County, a critical gap now exists in affordable, confidential care for a largely rural population of approximately 34,000 residents in Emmet County alone. Health Department of Northwest Michigan is attempting to fill this gap even though no additional state funds were received. Funds will support contraception, cancer screenings, STI testing and treatment, pregnancy testing, and counseling. Northern Michigan communities experience higher barriers to care, including transportation challenges and provider shortages, while rural regions in the state continue to face elevated teen birth rates compared to more urban areas. This project will restore local access, reduce unmet need, and ensure women and girls can obtain timely, essential reproductive healthcare.

If your program serves both males and females, how will Hestia funds specifically target women and girls?
While services are available to all, Hestia funds will specifically support care that directly impacts women and girls, including contraceptive services, breast and cervical cancer screenings, pregnancy testing, and reproductive health counseling. Currently, approximately 75–80% of our patients are female, ensuring that the majority of funded services directly benefit women and girls. As we continue to rebuild services following the closure of a key provider in Emmet County, we are experiencing steady month-over-month growth driven by increased community awareness, referrals, and outreach. Based on this trend, we conservatively project a 20–25% increase in patients served in 2026, including an anticipated female caseload of approximately 180 women and girls. In rural northern Michigan, women face heightened barriers due to limited providers, clinic closures, and transportation constraints. Hestia funding will help remove cost barriers, expand confidential services for adolescents, and increase outreach to under served women, directly supporting their health, autonomy, and economic stability.
How are recipients identified or selected to receive services? Is financial need considered?
Recipients include individuals seeking reproductive and preventive health services across Emmet and Charlevoix Counties. Patients access care through clinic visits, referrals, and targeted outreach in rural communities. Priority is given to those facing barriers such as low income, lack of insurance, or limited transportation. Financial need is a central factor: services are provided on a sliding fee scale, and no patient is denied care due to inability to pay. Rural populations often experience reduced access to healthcare providers and higher unmet health needs, making equitable access essential. Outreach efforts focus on adolescents, low-income women, and under served populations to ensure those most in need receive timely care.

How will this project meet Hestia's mission statement?
This project will improve health outcomes and economic stability for women and girls by ensuring access to essential reproductive healthcare. In northern Michigan, gaps in care—exacerbated by clinic closures—leave many without local options, increasing the risk of unintended pregnancy and delayed diagnosis of health conditions. Access to contraception, preventive screenings, and education enables women to complete their education, maintain employment, and plan their futures. Research shows that unintended pregnancies and lack of care disproportionately impact low-income women, reinforcing cycles of economic instability. By restoring access in Emmet and Charlevoix Counties, this project promotes self-sufficiency, supports informed decision-making, and reduces health disparities. This directly aligns with Hestia’s mission to improve the well-being and economic security of women and girls.
This funding specifically will include continuing to pay for the previous Nurse Practitioner from Planned Parenthood to work part-time at HDNW. This provides additional clinics and additional stability for walk-in availability. The funding will also maintain and expand the outreach being done through paid ads on multiple social media platforms.
How will you evaluate or measure your success:
Success will be measured through service delivery and impact metrics, including the number of women and girls served, contraceptive visits, cancer screenings, and STI tests provided. We will track the percentage of low-income and uninsured patients served and monitor changes in unmet need for reproductive health services in the region. Patient satisfaction surveys and outreach engagement data will assess accessibility and quality of care. Over time, we aim to demonstrate improved access in a region with documented rural health disparities and historically higher teen birth rates compared to urban areas.
